DIRECTOR, EMPLOYEE RELATIONS
Serve as an advisor and coach to the Chief Human Resources Officer and the executive leadership team; provides technical expertise and leadership for organizational and team effectiveness, leadership development, talent and culture while providing proactive, pragmatic solutions and alternatives. Serves as the primary contact in responding promptly and empathetically to employee concerns and driving appropriate resolution through recommendations and follow-through including workplace conduct investigations, complex compliance situations, and consultations on employment-related issues. Oversees and administers disability compliance, FMLA, and associated training. Works closely with managers to ensure performance management measures are applied and performance evaluations are timely. Serves as the organization contact for Unemployment and Worker’s Compensation claims, including attending hearings and responding to correspondence.
CHIEF DIVERSITY OFFICER
Provided leadership, oversight, and guidance to six field offices, 50 federal employees and over 150 contractors to ensure continuity of services and program efficiency, including providing shared services to other federal government agencies for EEO complaint processing, ADR, and investigations. Administered four service-wide contracts totaling over 6 million dollars for agency workforce management services.
DIRECTOR OF CIVIL RIGHTS
as a member of the senior leadership team and the strategic advisor to the Administrator on Civil Rights, Diversity, and employee engagement issues. Served as a technical expert and participant on the agency’s labor-management negotiation team, ensuring management issues and positions are accurately reflected in negotiated articles with the collective bargaining unit. Served as a technical advisor on the Foreign Service Officer Assignment and Placement team, ensuring all human capital policies are followed and exceptions were proper and documented in the selection of Foreign Offices to international posts. In addition, drafted Civil Rights Impact Analysis (CRIA) on proposed agency policies or actions including analyzing data to identify adverse impact and gaps in program delivery.
DIRECTOR, EQUAL EMPLOYMENT OPPORTUNITY
As the first EEO Director for the newly created Washington EEO Field Office, I lead the agency in building the EEO program from scratch following federal laws. I provided management direction, vision, and development to a staff of professional EEO Specialists in various disciplines. Provided leadership and direction in achieving Agency EEO and Civil Rights objectives in affirmative employment, special emphasis, training, informal and formal complaints, EEO compliance, and Civil Rights. Established the Washington Field Office to ensure compliance with the Civil Rights and EEO Federal statutes, regulations, Executive Orders, and Departmental policies/guidelines governing Federal programs to support the Agency's mission. Negotiated Shared Services agreement with other DHS entities to provide EEO Services.
